Knowsley’s Adult Social Care, Care Management function is fit for the future, following a restructure of the service.
Knowsley’s Health and Adult Social Care Scrutiny Committee heard how the council has successfully completed a comprehensive review and restructure of its Adult Social Care, Care Management Service – delivering a modernised, resilient, and future‑focused service that will meet the needs of residents and support a sustainable social care workforce.
The new structure went live on 2 February 2026, following an extensive period of staff engagement, and formal consultation. The transformation ensures the service is equipped to manage the significant increase in demand and complexity that has emerged since the Covid‑19 pandemic.
Since 2020, Adult Social Care has seen increases in both the volume and complexity of cases, including mental health concerns, self‑neglect, domestic abuse, substance misuse and those with complex care needs.
The new model ensures the Council can continue to meet all statutory duties while creating the capacity needed to address current and future demand. It also embeds the learning from successful pilot teams that received positive feedback during the CQC inspection, when the council received a ‘Good’ rating for all its Adult Social Care services.
The council’s Employment and Appointments Committee formally approved the new structure in November 2025, with no redundancies proposed, and significant opportunities for promotion.
The Council has committed to formal reviews of the new structure at three, six and 12 months to ensure it continues to deliver improvements for both residents and staff.
