Knowsley’s Cabinet has approved the borough’s Net Zero Delivery Plan 2026 – 2030 – the latest initiative in the council’s commitment to reduce its carbon emissions to Net Zero by 2040.
The new plan is a comprehensive strategy, building on the success of previous initiatives introduced to help Knowsley achieve its Net Zero carbon emissions target from its estates and services by 2040.
Actions to date have already resulted in a 74% reduction in CO2 emissions from Council estates and services since 2009/10.
The new plan outlines key actions across four themes: Transport, Buildings, Clean Energy, and Natural Environment and reaffirms the Council’s commitment to achieving its ambitious Net Zero target and working with partners to reduce borough-wide emissions.
The plan also aligns Knowsley with the wider Liverpool City Region’s Climate Action Plan, ensuring a unified approach to air quality, waste reduction, and environmental health across the region.
Key highlights of the plan
The Net Zero Delivery Plan 2026-2030 outlines specific, actionable steps to drive down carbon emissions and enhance the borough’s resilience to climate impacts.
- Buildings: Having already reduced electricity emissions by 86%, the Council will continue to decarbonize its 105 buildings—including 49 schools and five leisure centres. Key upcoming projects include the total decarbonization of the Prescot Soccer Centre and the new Council headquarters in Huyton Town Centre will have Net Zero designed into its building fabric and operations from the outset.
- Transport: The Council will tackle fleet emissions (which account for 15% of current output) through a electrification programme and the trial of alternative fuels like Hydrotreated Vegetable Oil (HVO).
- Clean Energy: The plan includes the continued installation of solar panels on Council buildings and the investigation of off-site sustainable energy projects.
- Natural Environment: The plan recognises the critical role of green spaces in both carbon reduction and climate adaptation. It includes specific projects from the Greenspace Action Plan 2026-2030, with a focus on natural flood management and developing a sustainability standard for all new green space masterplans.
The Council remains committed to its pioneering Schools Climate Network and Climate Education Opportunities Programme, ensuring that the next generation of Knowsley residents are equipped with the knowledge and skills to thrive in a green economy.
Knowsley’s Cabinet Member for Communities and Neighbourhoods, Cllr Shelley Powell said: “We aren’t just talking about climate change; we are delivering results. Achieving a 74% reduction in emissions is a fantastic achievement, but the next four years are where we truly future proof our borough.
“By improving the energy efficiency of public buildings, electrifying our vehicle fleet, and enhancing green spaces, we’re creating a borough that is healthier, more resilient, and more economical to run.”
