SP Energy Networks (SPEN) is improving the electricity network across Merseyside to make sure it’s ready for the future. As more people use electric cars and greener heating, demand is growing — and the network needs to keep up.
SPEN is investing £40 million to upgrade a key cable between Kirkby and Bootle. It’s been in place since the 1960s, and this essential upgrade will help keep your electricity reliable, resilient, and future-ready.
What’s happening?
From 9 August, SPEN will be working along the eastbound side of the East Lancashire Road, between the substation near on South boundary Road and the M57 Junction 5 exit slip road. Work is due to continue until 8 December 2025.
The team will be digging sections of the road to replace the old cables, connecting new one to various points along the network. They will be digging and installing new cable ducts – around 25 to 40 metres a day – so they will be moving on regularly.
What to expect
- One lane of the eastbound carriageway will be closed for safety
- Clear signs will be in place to keep traffic moving
- You may not always see activity — sometimes SPEN need to wait for materials to set before continuing
How this may affect you
- You’ll still have access to homes and businesses
- No power cuts are expected during the work – electricity supplies will stay on.
Working hours will be 7am to 5pm, up to seven days a week.

SP Energy Networks and Knowsley Council know roadworks can be disruptive and will do all they can to keep inconvenience to a minimum while completing this important work.
