Knowsley Council has announced the appointment of three new Directors following recent senior leadership changes.
Paul Dalby will take up the role of Director (Adult Social Care & Commissioning), Rachel Holden has been appointed as Director (Children’s Social Care) and Chris Price as Director (Education & Inclusion). These new appointments strengthen the senior leadership team in key priority areas.
Cllr Graham Morgan, Leader of Knowsley Council commented: “I am absolutely delighted that we have been able to secure the services of Rachel, Chris and Paul who bring with them extensive skills and experience. Ensuring we have the right people in place at a senior level is so important to driving forward our work and in delivering our Council Plan. These appointments in particular strengthen key priority areas of our work supporting those in our communities who most need our help.”
Paul and Chris are no strangers to Knowsley as both have been serving as Heads of Service for some time.
Paul has over 30 years’ experience working across adult social care, safeguarding and mental health services, at all levels. He is a qualified Social Worker and joined Knowsley Council almost a decade ago taking up the role of Head of Adult Safeguarding and Quality Assurance.
Like Paul, Chris Price is already employed at Knowsley Council as Head of Education. He joined the Council in 2024 having spent the previous 20 years working in Liverpool leading strategic improvement across education, inclusion, public health and children’s services.
Rachel Holden is a qualified social worker with extensive experience across local government, national regulation, inspection, quality assurance and service improvement. For a large part of her career Rachel was a Senior Inspector with Ofsted.
Chris and Paul will take up their roles with immediate effect, and it is expected that Rachel will be in post in by August.
