Statement of Licensing Policy 2026-2030 approved by Council

by Jonathan Kearney

Knowsley’s draft Statement of Licensing Policy 2026-2030 has been approved at full Council.

By Law, the Council is required to publish a Statement of Licensing Policy, which determines the way in which licensing decisions are made in Knowsley.

This Policy must be reviewed and updated every five years.

Under the Licensing Act 2003, the Council regulates the sale and supply of alcohol and the provision of regulated entertainment and late-night refreshment. The Council must do so with a view to promoting the four Licensing Objectives, which are:

  • Prevention of Crime and Disorder
  • Public Safety
  • Prevention of Public Nuisance
  • Protection of Children from Harm.

The Government has recently published statutory guidance that says the economic impact associated with a licensing application should also be considered when determining whether to grant a license. This is now incorporated in the revised Policy.
