Following extensive public consultation, the Kirkby Neighbourhood Board has developed and submitted the Kirkby Regeneration and Investment Plan to the Government, as part of the Pride in Place Programme.
With support from Knowsley Council, the Kirkby Neighbourhood Board engaged with local residents to identify their key priorities for investment over the next 10 years, through the “Let’s talk about Kirkby” consultation, the feedback then informed a further ‘Priorities for Kirkby’ consultation which took place from 22 September until 16 October 2025, where the draft vision, key themes and priorities for Kirkby were shared.
Max Steinberg CBE DL, Chair of Kirkby Neighbourhood Board, said “Thank you to everyone who has helped to shape this plan by sharing their views and aspirations for Kirkby.
“The Kirkby Neighbourhood Board is passionate and committed to addressing the key priority issues for local residents and together, working with partners and the community, we will deliver meaningful change and improvements in Kirkby.”
The Kirkby Regeneration and Investment Plan includes a vision for Kirkby in 2035, which will focus on 3 key outcomes:-
- A vibrant town centre: a welcoming destination with a diverse offer and high-quality facilities.
- Safe, stronger neighbourhoods: secure places and community spaces that sustain activity and strengthen local life.
- Empowering people to succeed: creating pathways and opportunities for those in need.
An Executive Summary of the plan has been produced which can be read here.
The government will now consider the plan submitted by the Neighbourhood Board. Delivery of the plan is expected to begin from April 2026 once the government provides a final approval to the plan and makes the funding available. The Board will work with partners to bring forward projects that improve community buildings, tackle anti-social behaviour and make it easier for people to travel around Kirkby.
Max Steinberg added “Whilst we await the first phase of funding to be released by the Government, we are ensuring that we have plans in place ready to deploy once the funding is received that will make a difference to local residents. The Board will continue to share progress and keep listening to the community to ensure that what is delivered is aligned to their needs.”
Regular updates will be provided as the plan is implemented and progresses.

The Pride of Place Programme is a UK Government initiative launched in September 2025 with three overarching objectives – to build stronger communities, to create thriving places and to empower people to take back control. Kirkby has been selected as the first phase of places to receive up to £19.5 million under the programme to deliver against these priorities.
