Performance and risk update

Cabinet has today received an update on performance and risk in relation to the delivery of the priorities set out in the Council Plan 2025-2030, which are:-

  • Delivering effective, high-quality services and support for residents
  • Encouraging growth that benefits everyone
  • Delivering targeted support to encourage fairness and opportunity for all

The report highlighted notable progress including:-

  • The Council continues to progress with its improvement plan in Children’s Social Care including practice standards were strengthened to improve safeguarding and practice quality.
  • The new Autism Advisory Service launched in January 2026 to provide targeted advice, training, and direct support for autistic children, young people, and their families.
  • The new Youth Service contract commenced in February 2026, with the service continuing to be provided by Merseyside Youth Association.
  • The outcomes of the Adult Social Care Management Review were implemented, focussing on early intervention, prevention, and personalised support, enabling greater independence.
  • The new Food Waste collection service was implemented in April 2026 meeting the Government’s deadline.
  • Town Centre developments continue to progress well – Phase 2 Kirkby Retail Development continues, the first phase of demolition at Prescot shopping centre was completed and, funding has been secured for the enabling infrastructure for Phase 1 of the Huyton Village Regeneration.
  • Increases in quit rates for smoking.
  • Council Tax collection rates have improved compared to last year.
  • The Council delivered, for the 7th consecutive year, a balanced outturn budget position in 2025/26.

Cllr Graham Morgan, Leader of Knowsley Council, said: “Our Knowsley Council Plan 2025-2030 puts our residents at the very heart of everything that we do. Over the last year, we have made good progress. Where issues have been identified, we have clear plans in place to address them and I look forward to receiving regular updates on our progress as we continue to deliver our plan for the benefit of everyone who lives, works of visits the borough.”
