More Knowsley residents eligible to access energy improvements for their homes

Knowsley residents at risk of fuel poverty can access support to help make their homes more energy efficient.

Knowsley residents who qualify under the ‘ECO Flex’ initiative may be eligible for free energy improvement works to their home.

ECO Flex funding is part of the Energy Company Obligation (ECO) scheme.

Under ECO, qualifying residents in receipt of an income or disability related benefit may be eligible for partial or fully funded replacement of their boiler if it is old or defective and improvements to their central heating.

ECO Flex enables Knowsley Council to declare additional households as eligible for ECO funding, meaning that more households can receive support than in previous schemes.

This means more people at risk of fuel poverty can access support.


A household qualifies (not an individual) if it has a low income and someone living there has a recognised vulnerability or the home is deemed hard to heat and suffering from fuel poverty.

Knowsley Council’s full Statement of Intent shows the exact details of the eligibility criteria.

The Council is only able to determine who qualifies, not what they might qualify for or what is suitable for their home. The declaration does not entitle you to any grant, which is at the discretion of the energy companies who are funding the works thorough our partners.

How to apply

Knowsley residents who think that they may qualify, should call the Council’s Energy Efficiency Officer on 0151 443 5817 in the first instance and say that they are interested in Eco Flex. If it is likely that they may qualify then a referral will be made to one of our appointed contractors to determine whether or not their household qualifies.
