Knowsley Council Plan 2025-2030 launches with a focus on supporting residents to thrive

The new Knowsley Council Plan 2025-2030 launches today, with a clear focus placed on the Council’s role in supporting residents to thrive and helping people overcome inequality.

The plan, which was agreed at a meeting of full Council on 5 March focusses on three clear priorities, which will underpin work over the next five years. These are:

  • Delivering effective, high-quality services and support for residents
  • Encouraging growth that benefits everyone
  • Delivering targeted support to encourage fairness and opportunity for all

Cllr Graham Morgan, Leader of Knowsley Council said:

“I am delighted that we have agreed our Council Plan and that we have such a clear and committed focus for our efforts in the years to come. Putting the people of Knowsley at the heart of everything we do is absolutely the right thing to and it’s only fair. This is especially the case as we know that many of our residents continue to face significant challenges.

“We can’t hide away from the fact that some people in some parts of the borough are really struggling right now and so whilst we continue to be determined to deliver great services and grow the borough, we are also placing an increased emphasis on reaching out to those in our communities who most need our help. That support could cover a range of issues from education and skills, to health, childcare or transport.

All our residents deserve to be able to live the very best life possible and I really hope that this plan will help us, and our partners, deliver that for the people of Knowsley.”

In preparing the Plan the Council has particularly taken into consideration achievements and change over recent years including sustained growth in population following decades of decline – this includes 4,000 new homes and 10,000 new jobs in the last five years alone. The borough has also seen significant physical regeneration in Kirkby and Prescot with plans well developed for Halewood and Huyton to be further transformed.

The new plan, produced with partners, builds on the principle of Knowsley Better Together and sets out a clear vision for the borough in which every resident is provided with the support they need to ensure they can live the best life possible. That includes working with individuals, families and communities to prevent issues from arising in the first place, making sure the Council and others take the time to really understand our communities and support those communities to identify their own solutions to problems. The plan also places a significant emphasis on inclusive growth to ensure everyone can benefit as the borough continues to develop.
