For the record: Speculation around possible development

by Gemma Melling

Further to claims made on social media that a developer plans to build 730 homes on land in Knowsley Village, Knowsley Council can confirm that no planning application has been received.

An Environmental Impact Scoping Opinion request has been received from Hallam Land which will be reviewed and a response provided within six weeks of receipt.

A Scoping Opinion is issued by the council in response to the request and advises what information must be included in an Environmental Impact Assessment (EIA) as part of any future planning application, should one be forthcoming. An EIA is a comprehensive appraisal of any significant effects a development could have on the environment, and is required for certain types of large scale major planning applications.

As a result of local speculation, Knowsley Council has received a number of objections aking the council to refuse the application. But these are not relevant to the consideration of the Scoping Opinion, as this does not assess whether or not planning permission should be granted. That can only be decided if and when a planning application is received.

Should a planning application be received it would be subject to a public consultation by the council’s planning team as per the normal planning process.
