At tonight’s Cabinet meeting, Elected Members received an update on the council’s progress in delivering the priorities set out in the Knowsley Council Plan 2025–30.
Over the past quarter the council has continued to make good progress against the key priorities, while continuing to effectively manage risks across services. The key priorities are:
- Deliver Effective, High‑Quality Services and Support
- Encourage Growth that Benefits Everyone
- Deliver Targeted Support to Encourage Fairness and Opportunity
The report, which covers quarter three up to February 2026, has been produced under the council’s new approach to reporting performance and risk that was introduced in September 2025.
Key achievements detailed in the report include:
Children’s Social Care improvement
The Council received its second Ofsted Monitoring Visit in February, with inspectors giving positive feedback and confirming the council remains on track in its improvement journey.
A new specialist foster carer scheme was also launched in December 2025 to recruit carers for children with complex needs.
Adult Social Care transformation
The new Care Management Structure was launched in February 2026, marking a key milestone in the ongoing transformation of Adult Social Care services.
Town centre regeneration
The council has continued to make progress on schemes across the borough’s town centres, including:
- Submission of a planning application for Lidl in Kirkby.
- Ongoing demolition of Prescot Shopping Centre.
- Securing £19.1m of Homes England funding to support the first phase of the Huyton Campus redevelopment.
Investment in communities
Knowsley Council’s Cabinet approved £672,000 of Knowsley Community Fund grants, supporting 116 local voluntary, community, faith and social enterprise projects.
In January, Council agreed the updated Council Tax Reduction Scheme, offering greater support to low‑income households.
Other key improvements
The report also detailed a number of other improvements to services, including:
- A 3.99% increase in in‑year Council Tax collection improved the council’s financial position by £3.9m compared to last year.
- Contact Centre waiting times were reduced to 8 minutes 43 seconds, a significant improvement on last year.
- A major reduction in missed bins following the rollout of new in‑cab technology
