Knowsley Council held its Annual Meeting on Friday 19 May.
The meeting saw key roles assigned for the year ahead some changes made to the way the council’s functions are carried out.

Cllr Andy Moorhead, Leader of Knowsley Council
Cllr Andy Moorhead was once again confirmed as the Leader of the Council. He re-appointed Cllr Mike Murphy as Deputy Leader and Vice Chairperson of the Cabinet.

Cllr Shelley Powell, Knowsley Council
Cabinet members were re-appointed, with only one change. Cllr Shelley Powell was named the new Cabinet Member for Public Health, Wellbeing and Customer Services.

Cllr Frank Walsh, Knowsley Council
In addition, Cllr Frank Walsh was named as the Mayor of Knowsley for 2017/18. Cllr Walsh, who has served as Mayor on two previous occasions, will be raising money this year for two worthy local causes – Willowbrook Hospice and Lyndale Cancer Support.
There were also appointments to various council committees, including scrutiny and regulatory committees, as well as cabinet lead members. Members also approved membership of a number of advisory and working groups, and the timetable for council meetings for 2017/18.
Constitution changes
Some amendments to the council’s Scrutiny arrangements were agreed, to ensure that they remain up date and fit for purpose. This came about as a result of the annual consultation with the council’s political groups and relevant officers.
Councillor representation on outside bodies
Members of the Council agreed the appointment of Elected Members to serve on outside bodies and other forums including local housing trusts, hospital trusts and Liverpool City Region Combined Authority.
Scheme of Members’ allowances
The Scheme of Members’ Allowances recognises the time commitment, role and responsibilities carried out by Councillors.
The Independent Remuneration Panel recently completed its annual review of the Scheme of Members’ Allowances. Its report and findings were considered by Council and a Scheme of Member’s Allowances for 2017/18 was agreed.
