Cabinet receive the Knowsley Council Performance and Risk update

by Guy Murphy

At a meeting of Cabinet on 3 December 2025, elected members were provided with an update on the Council’s performance, including the delivery of the Knowsley Council Plan 2025-2030.

In September, Knowsley Council’s Cabinet approved a new reporting dashboard for performance and risk to ensure greater transparency and to help monitor progress and impact. The dashboard shows that in the first six months of the new plan the Council has performed well, with a number of key successes. These include:

  • Progress with the Children Social Care Improvement Plan
  • The ongoing roll-out of the Family Hubs model in the borough which acts as a prelude to the wider development of a new approach to supporting Knowsley communities and neighbourhoods
  • The development of a new Youth Strategy in the borough
  • The on-going successful transformation of Adult Social Care on the back of the positive CQC inspection
  • Progress on introducing new recycling arrangements
  • Ongoing strong financial management despite cost and demand pressures in Children’s Services
  • The approval of the Economic Growth Plan with a focus on Inclusive Growth

The report noted the following two key risks:  increasing demand for Special Educational Needs and Disabilities support in the borough; and the ongoing Huyton Town Centre regeneration programme.

The full report is available to read here.

Cllr Graham Morgan, Leader of Knowsley Council, said: “It has been a successful six months in the delivery of our new Knowsley Council Plan 2025-2030.

“The report outlines a number of key success, while we have also received overwhelmingly positive feedback from our recent Corporate Peer Challenge.

“Importantly, this is only the start of our journey in delivering our new council plan and there is still a number of areas of improvement. However, I am confident in the work that is being undertaken across the council to ensure we address these.”
